Caregivers have a powerful influence on their children’s lives. Over 40,000 Michiganders aged 18-34
have less than a ninth-grade education and over 13,000 babies are born each year to a mom without
a high school credential. Limited education leaves parents disadvantaged in the job market and in their abilities both to engage in their children’s learning and navigate systems for their children.
Thriving Students Afterschool Budget
Michigan’s children will be our next scientists, entrepreneurs, teachers, parents, laborers, artists, and lawmakers, but our K-12 results are not meeting the outcomes we need. By the time poor children are in the 6th grade, they have spent 6,000 fewer hours learning, resulting in gaps in their academic success. By the third grade, white students are well above their peers of color in reading, and high school dropout rates remain higher for Black, Hispanic, and American Indian students, and students facing life challenges like poverty, disability, foster care, or homelessness.
Governor’s FY21 Budget Recommendations: Early Look
On February 6, 2019, Governor Gretchen Whitmer released her budget recommendations for Fiscal Year 2021, which begins October 1, 2020 and ends September 30, 2021. The Governor’sproposal includes significant increases for per-pupil grants based on student need and increases funding for supports that strengthen families including child care, health coverage for mothers and infants, and home-based services for families facing instability. The budget proposal provides a strong foundation in some areas upon which we can expand proven plays that meet critical needs for children, youth, and families.
Successful Youth Transitions RHY Budget Basics
The economic success of Michigan depends on getting all Michigan children ready for post-secondary education, work, and life. Over 13,000 youth in grades eight and above reported being homeless in Michigan in 2018-2019, an experience that makes traditional adult transition pathways difficult, resulting in a four-year high school graduation rate of 55% in 2018. Youth with unique vulnerabilities, including sexual or physical abuse, parental incarceration, mental health issues, or substance use, and poverty, tend to experience homelessness. Fewer than 60% of young adults who have experienced foster care report having stable housing. Additionally, 60% of child sex trafficking survivors have experienced foster care.

Supplemental for Children, Youth and Families
As you and your colleagues vote on supplemental budgets to bring back funding for programs deemed critical, and the Governor continues negotiating with legislative leaders on strategies to fully fund the state budget for the next fiscal year, funding for programs critical to the most vulnerable children, youth and families supported in legislatively-passed budgets has been left off the negotiating table.
The Fiscal Year 2020 Budget – October Update
Governor Gretchen Whitmer has signed sixteen budget bills for Fiscal Year (FY) 2019-20, which began on October 1, 2019 and ends September 30, 2020. The budget includes some funding increases for child care, developmental supports for infants and toddlers, and some K-12 learning resources, but misses many opportunities to support strong families, ready learners, thriving students, and successful youth transitions, especially for those who shoulder significant challenges.

Too many families face barriers to stability including poor mental health, substance misuse, violence, inadequate parenting skills and responses reflecting the traumas that they faced as children. When we decide to separate families, we bear the responsibility to definitively say that children and youth, and often their families and caregivers, are doing better with system attention than they would be otherwise, regardless of where they are born or currently living.
Ensuring A Healthy Start in the State Budget
Raising Michigan’s children isn’t rocket science – it’s brain science. Research shows that healthy brain development and good mental health are critical for the growth and wellbeing of children and for the stability of families. Unfortunately, not every parent has the opportunity to develop skills and access services to promote their young children’s healthy growth. Without them, kids enter kindergarten behind their peers and stay behind.

Michigan’s economy is surging, but, labor force participation remains low, especially for young adults, Black and Hispanic parents, and parents in rural areas and high-poverty neighborhoods. Business leaders and workers alike cite access to child care among the state’s greatest employment barriers, and without access to quality child care during critical years for healthy development, children enter kindergarten behind their peers.
Common sense and strong research demonstrate that the well-being of parents matters to their children’s well-being, education, and life success, and to the strength and stability of families. Too many families face barriers to opportunities, including poor mental health, violence, and economic instability, making it more difficult for their children to graduate from school, enter the workforce, and support families of their own.

Governor Whitmer’s focus was consistent with her campaign and State of the State messages, with recommendations for increased road funding and significant investment shifts in education.

When young people leave foster care, many have not had the kind of experiences and successes that will help in their transition. Some have no one to help, resulting in a lack of concrete and social resources that leads to discouraging outcomes: according to a recent report by the Annie E Casey Foundation, by the time young people involved in Michigan foster care turn 21, only two in five of them have full or part-time employment, and only two thirds of them have even a high school diploma or GED.

The Federal Fiscal Year 2019 Budget
The US House of Representatives and Senate have agreed in conference to a final FY19 federal budget for Labor, Health, Human Services, and Education. The budget continues and expands commitments to critical program and service areas which the federal government already heavily underwrites for Michigan. Investing in Prevention: The Michigan Children’s Trust Fund (UPDATED April 30, 2018)
For children and youth, exposure to unsafe environments and trauma through abuse or neglect has long-term consequences for child well-being. To prevent the health, criminal, and other costs of child abuse and neglect (CAN), Michigan invests in CAN prevention councils and direct service programs through the Children’s Trust Fund (CTF) to take a coordinated, localized, evidence-based approach to prevention.

A Statewide Early On Michigan Investment (UPDATED April 22, 2018)
Early developmental screening and services for infants and toddlers through Early On are proven to prevent future special education spending, but Michigan has never provided statewide funding for Early On. Governor Snyder, the House, and the Senate have all recommended $5 million for the program in the state budget for the first time ever.

The Fiscal Year 2018 Budget (July 10, 2017)
The budget now awaits the signature of Governor Rick Snyder. The budget, whose reveal was held up by a debate over a reorganization of the Michigan Public School Employee Retirement system (MPSERS), includes significant funding increases for child care, at‐risk students, and children in foster care.
Affordable, High Quality Child Care Keeps Parents Working and Kids Learning (March 30, 2017)
For years, Michigan has disinvested in our child care system and the result has been a child care system that ranks at or near the bottom of the list in most categories when compared to other states. The proposed increases to the CDC program are a much needed first step but much more is needed to turn around Michigan’s child care system.
One of the ways that Michigan provides more equitable resources to school systems is through section 31a of the State School Aid act, or what is more commonly known as At-Risk funding. The Governor proposed a significant increase in At-Risk funding in his recent budget recommendations. Research and evidence point to specific strategies and investments, worth considering in this kind of expansion.
Investment in family literacy must be included and supported in third-grade reading efforts and Michigan must continue to rebuild its adult education investment. Both can further the educational attainment and skill-building of parents while providing opportunities for them to learn alongside their children. Broader public commitment of resources can ensure that the family literacy opportunities currently available to a small number of children and families are consistent and sustainable all over the state.

A Quick Glance at Governor Snyder’s Budget Recommendations (February 9, 2017)
On February 8, 2017, Governor Rick Snyder released his budget recommendations for Fiscal Year 2018, which begins on October 1, 2017, and ends September 30, 2018. Governor Snyder focused his education efforts on bolstering support for at-risk students, increasing the per pupil foundation allowance with an additional focus on high school, continuing to support efforts focused on third-grade literacy, and increasing support for higher education access. Also included are increased investments for child care and other basic needs for low-income families, as well as additional supports for children and families served by the child welfare system.
Federal Action Must Protect Michigan Children (1/2017)
With the start of a new Presidential Administration and new Congress, child advocacy organizations are focusing on how to ensure that likely policy and budget shifts will have the least harmful impact on children, youth and families with the most significant challenges. While federal programming historically aims to improve equitable opportunities for children, youth and families, funding to support these programs is vastly insufficient. In Michigan, policy and budget decisions did not support the families most impacted by the recession resulting in higher, stagnant poverty rates compared to the rest of the nation. As a result, the number of Michigan children living in poverty hovers at 22 percent; and for some racial and ethnic groups, the poverty rates are much higher.
The budget is the most powerful expression of the state’s priorities but the budget-making process is fast and unfamiliar to many, making it difficult for parents, teachers, service providers and others to become involved. Budget decisions impact everyone but have particular impact on children and families that already face challenges – children of color, from low-income families, and children served by the child welfare system. In the past month, three Congressional panels have begun dismantling safety net supports for low‐income working families with children, highlighting Michigan’s precarious reliance on federal funds for programs aimed at struggling children and families.
Three times in March, committees in the U.S. House of Representatives voted in favor of bills that would be harmful to children, specifically those abused and neglected, and from low-income families.

Better Financing Early On® Michigan Early Intervention – January 2016 Update(1/2016)
Early On, Michigan’s program for the federal Individuals with Disabilities Education Act – Infants and Toddlers with Disabilities Program (IDEA Part C), provides early intervention services to families with infants and toddlers birth to age three who have a developmental delay or disability. Michigan receives $11.8 million in federal IDEA Part C funding to serve approximately 18,000 children. Of those children, about 40% are also eligible for Michigan mandatory special education (MMSE) due to the level of their developmental delays while the majority of Early On children are only eligible for Early On services and not more intensive special education services. However, the children who are “Early On only” are the children who, with adequate intervention, can developmentally “catch-up” and not need special education services later on.

The single best predictor of economic prosperity is a state’s success in educating and preparing its workforce. Gaps in opportunity caused by Michigan’s extreme economic hardships and exacerbated by structural barriers due to race or ethnicity, contribute to unacceptable disparities in outcomes. Inequities in birth outcomes and literacy development result in differences in socio-emotional development, intellectual functioning, and health that are evident as early as 9 months of age. Fiscal Year 2015 Budgets Approved by Legislature and Governor
The final budget bills for fiscal year (FY) 2015 have been approved and signed into law by Governor Snyder, with no vetoes on any issues pertaining to children, youth and families. At this point, elected officials are on break and focusing on elections in August and November. The Senate kept each budget bill separate. On Wednesday, February 5, 2014, Governor Snyder released his proposed state budget for fiscal year 2015. The Governor’s budget includes some funding increases that would support youth in Michigan. Highlights include $2 million to crate a year-round schools pilot; shifts to the way At-Risk funding would be allocated and the way that students would be deemed eligible for that funding, including prioritizing improvements in 3rd grade reading and college and career readiness and tying future funding to improvements in those two specific areas; and $1.8 million to reward districts who facilitate student participation in dual-enrollment options where students can take college courses while in high school.

On Wednesday, February 5, 2014, Governor Snyder released his proposed state budget for fiscal year 2015. The Governor’s budget includes some funding increases that would support young children in Michigan. Highlights include another $65 million increase for the Great Start Readiness Program to make Michigan a “no wait state” for preschool. The Governor also proposes increasing support for the Child Development and Care program — the state’s child care subsidy system — to increase the maximum number of reimbursable child care hours from 80 to 90 hours in a two-week period, as well as to implement a tiered reimbursement system based on child care providers’ Great Start to Quality rating. The Governor also proposes to expand home visiting services to rural communities in Northern Michigan and the Upper Peninsula.

Governor Signs Fiscal Year 2014 Budgets Into Law
On June 13, 2013, Governor Snyder signed the budget bills for fiscal year (FY) 2014 into law. FY2014 begins October 1, 2013 and ends September 30, 2014. As anticipated, the final budgets were in the form of two omnibus bills – one for Education (PA 62) including School Aid, Community Colleges, and Higher Education; and another (PA 63) for all of the department budgets. The Governor did not veto any items in the Education budget bill but did veto several items in the Department budget bill that he deemed were unenforceable. Of the vetoes, two specifically will impact young people including one that appropriated $340,000 for a precollege engingeering program that was scheduled to end in FY2013, and $750,000 for college scholarships for youth transitioning out of foster care. The Governor stated that he would support the latter if it did not violate federal law.

On May 28th, the Conference Committees approved all of their budget bills for FY2014. Significant changes affecting youth include the Conference Committee’s increase in the per pupil foundation allowance for schools through a combination of increasing the basic and minimum foundation allowance as well as including an equity payment. The Conference Committee also included the Governor’s recommendation for student-centric learning, Mental Health Innovations, and the Michigan Model for School Health. The Committee also kept all three juvenile justice facilities open and included $1 million to support home- and community-based juvenile justice services. The House has approved both omnibus budget bills (school bus and big bus) and the Senate has approved the school bus. Once the Senate approves the big bus, the Governor will then approve or veto the budget bills, which opens up the possibility of line-item vetoes.

On Thursday, February 7, 2013, Governor Snyder released his proposed state budget for fiscal year 2014 (FY2014). The Governor presented two budget bills to the Legislature, including an education bill that proposes funding for local and intermediate school districts, community colleges and higher education, and an omnibus bill that covers all state departments and services. Changes in funding that will impact youth include an equity payment for districts to bring the minimum foundation allowance up to $7,000 per pupil, a reduction to the best practices grant, a new Digital Learning Innovation to expand blended and online learning to students, a new competitive Student-Centric learning grant, and new investment to the Pathways to Potential program.

Yesterday, Governor Snyder unveiled his budget proposal for fiscal year 2014 (FY2014) before a joint House and Senate Appropriations Committee. As anticipated, Governor Snyder’s FY2014 budget, which begins October 1 of this year and ends September 30, 2014, includes significant investments for Michigan’s Great Start Readiness preschool program (GSRP). Specifically, the Governor calls for a $130 million increase for GSRP over the next two years, starting with a $65 million increase for FY2014 that would not only increase access to the program for an additional 16,000 eligible but unenrolled four-year olds, but would also provide an increase in the slot amount from $3,400 to $3,625 per child. Some changes are also made to the Office of Great Start, Healthy Kids Dental is expanded to include three more counties, and Medicaid and mental health coverage is expanded.

On June 26, 2012, Governor Snyder signed the budget bills into law. The 2013 fiscal year begins October 1, 2012 and ends September 30, 2013. As anticipated, the final budgets were in the form of two omnibus bills – one for Education (PA 201) including School Aid, Community Colleges, and Higher Education; and another (PA 200) for all of the department budgets. The Governor vetoed several items in PA 200, including $1 million for before and after school programming and a $3 million increase for 0-3 prevention programs. The Governor maintained the $5 million increase for the Great Start Readiness Program.

Appropriations Subcommittees Pass FY13 Education Budgets — April Update (4/4/2012)
This update of the Appropriations Subcommittees FY13 budgets includes Community Colleges and Higher Education. The Senate and House Subcommittees FY13 Community College and Higher Education budget recommendations basically concur with the Governor’s funding levels for FY13. However, the Senate replaces $96.5 million in GF with School Aid funding for Community Colleges, resulting in all FY13 funding for Community Colleges coming from the School Aid Fund. The House Higher Education funding recommendation is $500,000 under the Governor’s total recommendation and $2.3 million under the state general fund recommendation through a program shift to the Treasury Department and increased reliance on federal TANF funds for financial aid programs.
Appropriations Subcommittees for the Department of Community Health Approve FY13 Budgets (4/4/2012)
On March 27, 2012, the House Appropriations Subcommittee for the Department of Community Health (DCH) approved its version of the fiscal year 2013 (FY2013) budget for the DCH. The budget includes $15.02 billion in total spending and restores community mental health services for special populations, rejects the Governor’s Wellness 4×4 Initiative and instead funds a before- and after-school physical health pilot program, and directs some federal dollars towards home visitation. On March 29, 2012, the Senate Appropriations Subcommittee finalized its fiscal year 2013 budget for the DCH and totals $15.04 billion in spending. The Senate Subcommittee budget creates $100 placeholders for Medicaid, MIChild, and CSHCS to cover treatment for autism spectrum disorders; creates a $100 placeholder for the Healthy Kids Dental expansion; and creates a $100 placeholder for the Governor’s obesity and health promotion initiative.

On March 27, 2012, the Senate Appropriations Subcommittee for the Department of Human Services (DHS) approved its version of the fiscal year (FY) 2013 budget for DHS (SB 956). The Senate Subcommittee’s $6.55 billion budget ($991 million state general fund) includes boilerplate language directing DHS to operate a pilot program in Kent County to privatize some child welfare services and includes the Governor’s recommended Supported Visitation program and Parent Partners program. On March 28, 2012, the House Appropriations Committee approved its version of the FY13 budget (HB 5374). The House Committee’s budget totals $6.53 billion and reinstates $5 million for before- or after-school funding.
